Chop yellow bell peppers and onion and mince garlic. In large saucepan, cook yellow peppers, onion and garlic is 1 tbsp oil, cover, over low heat, stirring occasionally for about 30 minutes. Stir in cream. In blender, puree mixture in batches.
Transfer puree to large bowl, season with salt and pepper. Thinly slice mushrooms and red and orange bell peppers. In large skillet, cook mushrooms, peppers with 2 tbsp oil stirring occasionally for about 8 minutes-season salt/pepper/red pepper.
Add tomatoes and fresh basil to mushroom mixture.
Preheat oven to 375 degrees. Cook ziti in salted water until just tender. Reserve 1 cup of pasta water and drain and rinse ziti. Thinly slice scallions.
Into the sauce, stir the ziti, mushroom mixture, scallion greens, 1 1/2 cups P-R cheese, reserved pasta water and salt and pepper to taste. Spoon mixture into shallow baking dish and sprinkle with remaining cheese. Bake until hot-about 20 minutes.
