For crust, mix together flour, oats, 1/2 c. brown sugar, and 1/2 c. butter until crumbly using electric mixer on low speed. Press firmly on bottom of greased 9x13 pan. Bake at 350 degrees for 15 minutes.
While crust is baking prepare filling by combining pumpkin, evaporated milk, eggs, sugar, cinnamon, ginger, and coves. Mix well. Pour over hot crust and bake at 350 degrees for 20 minutes.
While filling bakes, make topping by combining walnuts, 1/2 c. brown sugar, and 2 tsp. butter in a bowl. Sprinkle over the top and bake an additional 15-20 minutes at 350 degrees. Completely cool in pan on wire rack before covering and refrigerating.
