In bowl of food processor, pulse chickpeas, green chiles and parsley until finely chopped. Transfer mix to medium bowl and stir in breadcrumbs and salt and pepper. Stir in egg and form into 4 patties.
Heat oil in large skillet over medium-low heat. Cook about 4 minutes, then flip and cook about 3 minutes more on other side.
