Brown ground beef and drain-set aside. Saute onions, carrots, celery, basil and parsley in 1 tbsp butter approx 10 minutes.
Add broth and prepared potatoes to ground beef. Bring to a boil- reduce heat- cover and simmer 10-15 minutes or until potatoes are tender. Add sauteed carrots, celery and onion.
In small sauce pan, melt rest of butter and add 1/4 cup of flour. Sir until mixed. Add to soup. Bring to a boil, cook and stir for 2 minutes. Reduce heat to low, add milt, cheese, salt and pepper. Cook until the cheese is melted.
(You can add garlic salt to flavor it)
