Heat oil on medium heat. Cook onions for 3 minutes.
Add garlic, pepper, zucchini and carrot. Cook 5 minutes.
Stir in chili powder, oregano and cumin.
Mix salsa and refried beans.
Spread 1/4 to 1/3 cup bean/salsa mixture in a thin layer over
tortilla leaving about a 1 inch border; cover with vegetable
mixture. Roll up each tortilla and place seam side down in a
lightly oiled baking dish.
Bake 400 degrees 15 minutes. Sprinkle cheese on top and bake for
5 minutes longer.
