Do not handle dry ice with bare hands! Use tongs or rubber gloves.
Mix together the root beer concentrate, sugar, and water in a large container (do not use aluminum). I use a 5 gallon beverage cooler. Carefully add the dry ice and let the mixture stand for approximately 20 mins.
