Preheat oven to 400; place 2 inches of water and a steamer basket in a med pot; bring to boil. Chop potatoes; place in steamer basket. Steam until knife can pass through; about 15 mins. Drain and place in large bowl.
Toss garlic in oil on small baking tray; roast in oven until cloves are soft and brown; about 8 mins. Place in blender with soy milk; blend until smooth. Add to potatoes.
Mash potatoes and soy milk mixture until desired consistency is reached; add salt/pepper/butter.
