Cook chicken breasts until just done, cube when cool enough to do so. Prepare rice as directed on box. While the chicken and rice are cooking, steam the broccoli and then the carrots in the microwave, about 4 minutes for the broccoli and 5 minutes for the carrots. Spray a 9x13 pan with Pam and layer as follows- Rice mixture, cubed chicken, broccoli, carrots, thin slices of Velveeta to cover top, about 3 squares across.
Mix 1 cup of milk with the Cream of Celery soup and pour over top of casserole. Bake at 325 for 30 to 45 minutes.
