Mix flour, salt and pepper in bag. Place chicken in bag and shake to coat. Heat shortening in frying pan; add chicken; sprinkle with celery seed. Brown on both sides over med heat.
Place chicken in greased casserole dish. Cook onion in frying pan until tender. Add orange juice; bring to boil; pour over chicken. Cut oranges into wedges; arrange around edge of casserole.
Cover and bake at 350 for 1 hour then uncover and bake an additional 15 minutes to crisp
