Lightly broil snapper. Set aside. Chop scallops and shrimp. Saute in 2 Tbl butter. Add garlic powder, crabmeat and cheese. Take off heat.
In a medium saucepan, heat 2 Tbl butter over low heat. Add flour and salt and stir constantly for at least one minute for a light roux. Add half and half and stir until thoroughly combined. Continue stirring over heat until thickened.
Place snapper fillets in baking dish. Sprinkle 1/4 of the seafood mixture over each fillet. Top each fillet with 1/4 C of the white sauce.
Bake at 400 for 5-10 minutes until well heated.
