In a mixing bowl beat margarine or butter with an electric mixer on medium to high speed for 30 seconds or until softened. Add about half of the flour, the brown sugar, sugar, egg, baking powder, cinnamon, baking soda, cloves and vanilla. Beat until combined, scraping sides of bowl occasionally. Beat or stir in remaining flour. Stir in oats, carrots, and raisins, if desired.
