Sift together flour, sugar, salt and soda.
Add brown sugar, eggs, and vanilla. Mix well.
Cut in shortning till mixture resembles coarse crumbs.
Add oats and work with fingers till dough just holds together.
Sprinkle board with confectioners sugar.
Roll out dough to 1/4 inch think. Cut with cutter dipped in confectioners sugar.
Use lightly greased cookie sheets.
Bake at 350 degrees for 10 to 12 mins.
