Stir together flour, baking powder, and salt. Mix until creamy shortening, butter, sugar, and egg. Add milk, raisins, and flour mixture; mix well. Refrigerate dough.
Preheat oven to 400. Roll dough into balls. Dip tops in eggwhites, and then sugar. Place sugar side up, 2 inches apart, on greased cookie sheet.
Bake 12 to 15 minutes or until golden brown.
Cool on wire racks.
