Arrange chicken on baking sheet and put in a 350 oven for 15 minutes. Dissolve the cornstarch in the water and set aside. Combine the next 6 ingredients, put in a wok or heavy skillet and bring to a boil. Lower the heat and add enough of the cornstarch mixture to thicken to a consistency like gravy. Arrange chicken on a platter and pour the sauce over, Garnish with sesame seeds and serve with steamed rice.
