Mix and bake cake mix according to directions on package and add 1 cup of chocolate chips 30 seconds before completion of mixing. While the cake is hot, punch holes in the cake with a fork and pour sweetened condensed milk on top. Cool. Top cake with Cool Whip and garnish with chopped Heath bars. Bake in a 9 X 13 inch or larger pan.
