Melt caramels and 1 Tablespoon of water in top of double boiler; completely melt. Add pecan halves; stir and drop by the teaspoon on waxed paper. Refrigerate until cool.
Melt in top of double boiler the Hershey bar and paraffin wax. With tongs, lift pieces of candy- dip into mixture and place on wax paper. Let cool.
