Combine caramels and 1/3 c of evaporated milk in a sauce pan. Cook, stirring constantly, over low heat until caramels are melted. Set aside.
Combine cake mix, butter, nuts and remaining evaporated milk. Blend well. Press half the dough into a greased 9x13 pan. Set remaining dough aside. Bake at 350 degrees for six minutes.
Sprinkle chocolate chips over baked dough. Drizzle caramel mixture over chocolate chips. Crumble reserved dough over top. Return to oven and bake at 350 degrees for 15 to 18 minutes.
