Heat oven to 375..
Combine flour,sugar,baking powder...Cut in butter until mixture resembles coarse crumbs. Stir in egg until mix is smooth. Press 1/2 of mixture into bottom of greased 9 inch square pan. Spread with jelly and sprinkle with chips...Crumble remaining 1/2 of mix over chips. Top with 1/2 C of chips. Bake 25 min...Cool ...Cut into squares
