Combine Sugar & Syrup in large saucepan on medium heat until bubbling, stir often. Remove from heat, stir in Peanut Butter then Rice Krispies.
Press into GREASED 9x13 pan.
Melt chocolate and butterscotch chips in saucepan over med-low heat until smooth. Be careful not to overheat. Spread over krispies, let cool until firm.
