Combine crisco, sugar, water and vanilla on medium speed until well blended. beat in eggs. Combine dry ingredients and then beat into mixture just until blended. Add the chips. Bake one sheet at a time in a 375 oven for 8-10 minutes. Cool on sheet on counter for 2 minutes. then remove to foil on counter to cool. Cool completely.
