Beat cream cheese until fluffy. Add in sweetened condensed milk. Add water and pudding mix. beat on low speed until smooth. Gently stir in whipped topping. Spoon 1/2 mixture into pie crust. Place candy evenly over mixture. Top with remaining filling mixture. Chill 3 hours. Store in refrigerator.
