1. Cook pasta according to directions.
2. Meanwhile, melt 2 tablespoons butter in a medium skillet over medium low heat. When the butter starts to bubble, add garlic and butter and cook 3-4 minutes until translucent, stirring often.
3. Add the peas and water to the pan and cook until water is almost gone and peas are tender. Stir in the ham and cook 2 minutes. Add the cream; bring to a low simmer and cook 5 minutes.
4. Drain pasta; pour into cream and ham. Stir in remaining 2 tablespoons butter until melted. Stir in the cheese. Season with salt and pepper.
