Soak chard leaves in cold water to remove dirt. Rinse under cold water and allow to dry. Cut stems from leaves.
Cook pasta in boiling salted water untill al dente, drain.
While your waiting for your pasta to cook, add the oil, pepper flakes, and garlic to a large sauce pan or skillet. Over a medium heat cook until garlic is golden.
Add chard stems and a 1/4 cup water. Cover and cook for five minutes. Next, add the chard leaves, another 1/4 cup of water,and salt and pepper to taste. Cover and cook for another five minutes. Stir in tomatoes and cook covered for 3 minutes. Now, in a large bowl toss the penne pasta,and chard mixture. Sprinkle with cheese and serve.
