Using an electric mixer, blend together cream cheese and milk. Stir in beef, green pepper, onion, sour cream, garlic, pepper, and jalapenos. Mix well. Pour into a 1 qt baking dish. Melt butter in small skillet. Add pecans and saute over med. heat until brown. Spread over cream cheese mixture and bake 350 20 min. Serve with wheat crackers.
