In bowl mix flour, 1 cup of sugar, baking powder and salt. In another bowl beat egg, milk and oil. Stir in to dry ingredients just until mixed. Fold in rhubarb.
Fill muffin tins 3/4 full. Sprinkle with remaining sugar. Bake @ 350 for 25-30 minutes.
Streusel topping-
1/4 c. flour
1/4 c. sugar
2 Tbsp. butter, melted
Mix until crumbly.
