In a large skillet, cook beef and onion over medium heat until meat is no longer pink; drain. Stir in the tomato sauce, ketsup and pepper. Spoon half into a greased 8-in square baking dish; sprinkle with half of the cheese. Repeat layers.
Place biscuits around the edges of the dish. Bake, uncovered, at 400 degrees for 18-22 minutes or until the meat mixture is bubbly and biscuits are golden brown. Yield 5 servings.
