Mix first 3 ingredients and set aside. Mix cake flour, sugar, baking powder, salt, oil, egg yolks, water and vanila. Beat thoroughly. Beat egg white with 1/2 tsp cream of tartar until stiff.
Fold in egg white mixture to yolk mixture. Divide in half. To 1/2, add chocolate mixture. Pour into ungreased tube pan alternating each. Bake 350 degrees for 10 minutes, then 325 degrees for 40 minutes.
Cool in pan upside down.
