Cut steak into strips, sprinkle with salt and pepper. Brown in oil with onion and garlice. Stir while browning. Add green pepper and bouillon. Simmer, covered for 15 minutes. Add tomatoes and simmer for 10 minutes more.
Meanwhile mix cornstarch, soy sauce, and water. Add to meat mixture. Cook, stirring until mixture is thickened. Serve over rice.
