Cut carrots and red pepper into strips. Slice green onions and reserve tops for garnish. Cut meat into bite sized pieces. Combine meat, sesame oil, seasoning and two ramen seasoning pouches. Heat 1 T oil over medium high heat until simmering. Saute meat for 2-3 minutes until browned. Remove from pan and set aside. Add carrots and bell pepper to skillet and saute for 1-2 minutes. Add water, onions and remaining seasoning packets. Cook with noodles 4-5 minutes. Add meat and stir to break apart noodles. Remove from heat; let stand covered for 3-4 minutes until heated through. Garnish with green onion tops.
