Add tomato soup and diced tomatoes, stir. Add onion, pepper, and chilies, and sprinkle with garlic and chili powder to taste.
Quickly return to a hard boil, stirring, and immediately stir in rice. Cover and remove from heat. Stir after 5 minutes and re-cover until liquid is absorbed (about 10 minutes more).
