Heat wok until hot, add cooking oil; let stand for 10 sec. Add drained beef, separating strips. when beef is half cooked, add carrot and bell pepper, stir until oil begins to boil. Remove beef and vegetables drain. Remove oil from wok. Add garlic, ginder, chilis, wine, soy, sugar to wok. Stir fry 5 seconds. Add drained beef and vegetables, stirring and tossing until. well heated, pour over rice sticks.
