Saute onions and then stir in flour, salt, garlic, pepper and cook for
3-4 min. stirring constantly. Add milk and stir to make a sauce. Add
extra water from veggie liquid to thin down if necessary. Slowly add to
water/veggie mixture stirring to keep from clumping.
Add meat and serve topped with cheese.
