Mix dry ingredients and stir in heavy cream. Form dough into a ball and roll out to a rectangle. Cover with 1/4 cup sugar mixed with 2 tsps cinnamon. Roll from long side of dough. Pinch together edge to form a seam and cut into 1/2 inch rolls.
Place 1 pat butter 2 tsps light brown sugar and pecans in the bottom of muffin cups. Add the rolls and bake at 425 degrees for 20 minutes or until puffed and brown. Turn out on rack and cool slightly. Serve warm.
