In a bowl, beat the butter and shortening together until fluffy.
Beat in the milk and boiling water. Blend in the egg yolks, lemon rind and vanilla. Stir into the sifted flour, sugar and salt to form the dough. Chill for one hour.
Roll out half the dough at a time on a floured cookie sheet. Cut into desired shapes. Remove excess dough and repeat procedure.
Bake in a quick oven until firm. Remove to a rack. Decorate as desired with colored frosting.
