In a medium bowl, blend the cream cheese and sour cream. Mix in the refried beans, taco seasoning, hot pepper sauce, parsley, green onions, and 1/2 of the cheese. Place in small baking dish and top with remaining cheddar cheese.
Bake for 20 to 30 minutes or until hot and bubbly and cheese is slightly browned.
