In a medium bowl, combine hte shrimp, 2Tbsp. soy sauce and garlic. Stir with a wooden spoon until evenly coated. set aside for 10 mins.
Add vegetable oil to frying pan fry over medium heat. When oil is hot, add pepper and onion. Stir constantly for 3 mins. Add snow peas and shrimp and cook until cooked through and shrimp is pink (about 3 mins. more)
Add remaining 1 Tbsp. soy sauce, water and pepper. Stir until blended and serve over hot white rice.
