Preheat over to 350. Grease 8 X 8 glass baking dish.
In medium bowl, combine flour, sugar, baking powder, salt, cinnamon,and 1/4 cup of cocoa. Whisk in milk, butter and vanilla just until smooth. Spread into baking dish.
In small bowl, mix brown sugar and 1/4 cup cocoa; sprinkly evenly over batter. CAREFULLY pour 1 1/2 c boiling water over mixture in baking dish. DO NOT STIR.
Bake 30 min (Batter will divide into cake and pudding). Cool in pan on wire rack 10-15 min. Serve with ice cream...yummy
