Pound steak with meat tenderizer mallet until desired thickness, 1/2 inch is good, cut meat into 2 inch squares. Mix flour, salt and pepper together is flat bowl. Heat oil in heavy large pot, dredge meat and brown in pan. Add green peppers and saute until tender, then add tomatoes and water cover and cook for 2 hours. If water evaporates add more, liquid can be thickened with flour for gravy. Serve with steamed rice or over noodles.
