Bake brownies according to package. Make mousse according to package. Cut brownies into chunks and put one layer in bottom of trifle dish. Add a layer of mousse, Cool Whip, and crushed Heath bars. Repeat layers until trifle dish is filled. On last layer, drizzle Hershey’s syrup over the top.
