Stir-fry beef until no longer pink. Drain. Transfer beef to serving bowl.
Stir-fry garlic, ginger, salt and pepper over medium heat for 1 minute. Add green beans, red pepper and 2 Tbsp water. Cover, steam beans and peppers for about 3 minutes.
Return beef to fry pan with veggies. Whisk together beef stock and hoisin sauce and add to fry pan. Bring to boil about 1 minute. Sprinkle with green onions.
Serve with rice noodle and more hoisin sauce and hot sauce.
