in bowl combine all ingredients and let stand 6-8 hours, occasionally turning beef in marinade. remove meat, reserving marinade. pat meat dry with paper towel. in heavy kettle, brown well in hot oil, on all sides.
Drain off oil. strain marinade and add 1 cup to meat. cook partly covered, over low heat until meat is tender, about 2 hours, adding more marinade as needed.
