Cook noodles, place in cold water, set aside. Brown beef and add 1-2/3 jars of sauce, simmer.
In small bowl whisk egg, add garlic powder, ricotta cheese, half and half, parsley. Drain noodles, cut to fit pan lengthwise. Lay 3 noodles lengthwise over thin layer of sauce, cover with remaining 1/3 sauce.
Dot with 1/3 of ricotta cheese mixture, spread around. Lay 1/3 mozzarella cheese over ricotta. Repeat cycle starting again with noodles and ending with noodles and sauce.
Cover loosely with foil, bake at 350 for 1 hour or until bubbly. Let sit 15 minutes.
