Preheat oven to 350 degrees. In a medium bowl, beat 1 stick butter and 1 cup sugar with an electric mixer on medium speed until light and fluffy. Add eggs, one at a time, beating well after each addition. Beat in chocolate syrup and flour until well blended, 3 to 4 minutes. Stir in nuts. Spread batter evenly in a greased 9x13-inch baking pan. Bake 30 to 35 minutes, or until set. Do not overbake. Meanwhile, prepare frosting. In a small saucepan, combine remaining 5 1/3 tablespoon butter, remaining 1 1/3 cup sugar and milk. Heat to boiling over medium heat, stirring often. Boil 1 minute. Remove from heat and add chocolate chips. Beat until frosting is smooth and of spreading consistency. Spread frosting evenly over hot brownies. Let cool to room temperature before cutting into 36 bars, 2 1/8 x 1 ½ inches.
