Brown the ground Beef (and/or Turkey)... drain any excess fat
(unless of course you like flavor)...
If you are using ground Turkey, add 1 tbsp. of Oil, as it doesn't
have the lovely fat in it like ground Beef...
Add the Onions, Green Pepper, and Celery to the meat mixture... cook down over
med. heat for 5 - 10 minutes...
Stir in the Garlic, Soy Sauce, Italian Seasoning, Seasoning Salt, and
Black Pepper to the mixture as the vegetables cook down...
Add the Tomatoes and Tomato Sauce, along w/ the Water and the
Bay Leaves (Leaf)... bring the mixture to a boil, then reduce heat,
cover, and let simmer for 30 minutes or so...
Add the dry Macaroni Noodles, cover, and cook for around 10
minutes, depending on how well done you like your pasta...
You can also [gently fold in] pre-cooked noodles at this time... if
you use this method, omit the 3 cups of Water, and try to under-cook the noodles a bit...
