Mix flour, corn meal, eggs, salt, soda, oil and buttermilk. Stir in corn.
Saute onion and meat. Add chillies and picante sauce. Season to taste (salt, pepper, garlic, etc.)
Pour 1/2 the corn mixture in a greased pan or iron skillet. Gently spread the meat mixture over the top of the corn mixture. Add cheese and then top with remaining corn bread mixture.
Bake at 375 degrees for 30 - 40 minutes.

Suggestions
Let cool, cut into squares and serve with a dollop of sour cream.
