Melt chocolate chips and oleo until smooth. Then add sweetened condensed milk. Mix well and then add vanilla and flour. Shape dough around each 60 Hershey Hugs - cover completely (about 14.5 oz pkg). Bake 1inch apart on ungreased cookie sheet 350 for 6-8 minutes. Cookies will be soft and shiny but will firm as cool. Do not overbake.
