COmbine borth and water in saucepan over medium heat and bring to a simmer. Heat oil in a large skillet over medium heat. Add mushrooms and cook 5 mins. Add shallots and cook for 4 minutes. Add fregula and salt; cook 1 minute, stirring consantly. Stir in wine and cook 30 seconds.
Set aside 1/4 C broth. Add remaining broth mixture 1/2 C at a time to fregula stirring until each portion of broth is absorbed. Remove from heat.
Stir in reserved 1/4 C reserved broth, chives, goat cheese, and 1.5 t abbamele. Sprinkle with walnuts. Drizzle each serving wtih abbamele.
