Bring 2 1/4 c broth to a boil in 3 quart saucepan. Stir in rice,
carrots, and garlic; cover and simmer for 10 minutes, adding
additional broth if all liquid is absorbed before end of cook time.
Let stand, covered for 5 minutes. Add cilantro and fluff rice with
fork.
