Mix butter milk, baking soda and baking powder, set aside.
In large bowl mix salt, flour and sugar. Set aside. Mix butter, cocoa, and water in saucepan and let come to a boil. Pour into bowl of flour mixture. Mix well.
Beat eggs and vanilla in seperate bowl. Mix well and add to butter and flour mixture. Mix that well also. Finally add in the butter milk mixture.
Pour in a sheet pan and bake for 20 min at 400 degrees.
