Beat egg yolks until thick. In a large bowl, beat egg whites until stiff peaks form. Fold i 1/2 cup sugar slowly. Fold egg yolks in slowly. Add remaining 1.75 cups of sugar, salt, and vanilla.
Gradually stir in powdered milk. Store in refrigerator.
Place 1 - 2 tbsp into cup. Add boiling water. Add nutmeg.
